Link to reserve new housing units in 15 governorates through the Housing and Development Bank
In light of the continuous rise in real estate prices in Egypt, obtaining a housing unit has become an unattainable dream for many families, especially those with limited and middle incomes.
Hence, the Ministry of Housing's new 2025 housing plan offers a message of hope and a golden opportunity for those seeking suitable housing at a reasonable cost and with real facilities. This initiative is part of President Abdel Fattah El-Sisi's directives to provide decent housing for every citizen.
The initiative, announced by the Ministry of Housing, Utilities, and Urban Communities, is the largest of its kind in the ministry's history, encompassing more than 400,000 housing units being implemented in phases across the country. It aims to reach all social segments as part of the "Housing for All Egyptians" project.
Social Housing Units 2025
According to Engineer Sherif El-Sherbiny, Minister of Housing, the units offered are not only large in number, but also distinguished by the quality of design and construction. They are being implemented according to the latest engineering standards, while providing all the basic amenities and community services that ensure a well-rounded life within these new projects.
Details of the Social Housing Units
The project targets low- and middle-income citizens through the "Housing for All Egyptians" initiative, supervised by the Social Housing and Mortgage Finance Support Fund. The first offering is scheduled to include 115,000 housing units. Reservations for the conditions booklets for middle-income groups will begin on May 15, 2025, while those for low-income groups will begin on July 1, 2025.

Offering Phases and Unit Distribution
The project includes five major phases, starting with 35,088 units in the first phase, followed by the second phase with 59,510 units on July 15, 2025, and the third phase with 59,687 units on October 15 of the same year. The plan will be completed in 2026, with 58,312 units being offered in the fourth phase on January 15, and concluding with the offering of 48,656 units in the fifth phase on April 15. 2026.
This brings the number of housing units available for online reservation through the Housing and Construction Bank to 261,253, an unprecedented number that reflects the scale and importance of the project.
